Monitoring

The Tajik Aluminum Plant regularly monitors the environmental state, annually works out nature conservation action plans and reports on works done. These works are implemented and coordinated by its special unit - Service for Environmental Protection – with involvement of specific organizations and laboratories.

The analytical control service of the Environmental Protection Committee of the Government of the Republic of Tajikistan in cooperation with the laboratory of SUE TALCO and Sanitary & Epidemiological Inspectorate Service systematically estimate impact of the smelter on public health and environment.

The Botany Institute of the Academy of Science together with the Scientific-Research Institute for Preventive Medicine of the Ministry of Health of the Republic of Tajikistan conduct researches on impact assessment of polluting substances on flora and fauna, sanitary condition of workshops, plant territory and adjacent areas.

ENVIRONMENTAL MONITORING

According to the set schedule approved by the company’s management and coordinated with controlling state authorities, the industrial laboratory of Tajik Aluminum Company takes the following samples and measurements:

  • concentration of harmful substances in air and on the working sites – 4600 tests a year, in the settlement area of the population in radius of 10 km around the plant up to the border of the Republic of Uzbekistan – 2450 test a year;
  • water from 25 open and underground water sources – 300 tests a year;
  • level of illumination and radiation on the working places, the airtightness of operating electrolytic cells;
  • efficiency of gas cleaning equipment

The samples for concentration of hydrogen fluoride and solid fluorides in air of settlements around the plant up to the border of the Republic of Uzbekistan in radius of 10 km taken in 11 points showed that for the past ten years there was not any case of exceeding concentration of hydrogen fluoride, whereas the set norm is 0,005 mg/m3.

The diagram given above shows that concentration of the hydrogen fluoride in the settlements Shirkent (0,5 km), Tashkalak (0,2 km) and collective farm n.a. Nazirov (8,0 km) and up to the border with the Republic of Tajikistan is much lower than the set standard. The further the settlement is from the plant, the lower concentration is.

For reference:

The original design foresees maximum allowable concentration (MAC) for SUE “Tajik aluminum company” in volume of 34090,30 tons/year whereas the concentration of harmful substances should not exceed the set MAC.

Starting from 2010, according to the design of temporary agreed emissions elaborated by the State committee of environmental protection under the Government of the Republic of Tajikistan, the permissible volume of emissions for SUE “Tajik Aluminum Company” is 25460,776 tons/year that is much less than original design volume.

Radiation background

In 2010, the Radiation Protection and Nuclear Safety Agency of the Academy of Sciences of the Republic of Tajikistan ( state regulating body for radiation protection of the country) monitored gamma-ray background on the territory of TALCO, around it and bordering areas of Tursunzade (Republic of Tajikistan) with the Republic of Uzbekistan.

There were made measurements on some sites of the aluminum plant and outside of it: in particular, on the solid waste site, close to sludge field, on the site of gas cleaning equipment, outside  of some production sites,  and as well at the distance of 7 and 10 km towards the Uzbek border and in bordering areas.

The results showed that radiation background at points of measurements do not exceed 0,07-0,13 µSv/h (see the table below) that corresponds to norms and do not have negative affecting on population health.

In different regions of the Republic of Tajikistan, depending on their geographical location the radiation background fluctuate from 0,05 to 0,45 µSv/h, and an average radiation background in the Republic of Tajikistan is 0,25-0,30 µSv/h. These data show that radiation background on the territory and around the Tajik aluminum company, in border zones of Tursunzade of the Republic of Tajikistan with the Republic of Uzbekistan is 4-5 times lower than maximum admissible concentration of radiation safety (0,6 µSv/h), as well there is no anthropogenic radiation background.

The measurements were made with modern dosimetric equipment granted by IAEA in frames of technical assistance (dosimeter type is Radio Gem 2000).

Environmental management in 2013 and first quarter of 2014 

In 2013 and the first quarter of 2014, SUE “Tajik Aluminum Company” implemented a range of actions on environmental protection according to itemized list for capital repair of equipment and business-plan of the enterprise.

According to data of plant industrial laboratory and a branch of specialized laboratory for analytical control of the Environmental Protection Committee under the Government of Republic of Tajikistan in city of Tursunzade, maximum single dose, average daily, average monthly and average yearly concentration of hydrogen fluoride in air of Tursunzade city and settlements around plant in radius of 10 km did not exceed maximum allowable concentrations.

In 2013:

  • 11100 air tests at workplaces and 3906 air tests at the settlements located around the enterprise were made.
  • 550 samples of groundwater and surface water, soil and vegetation in and around the plant from 19 points were taken and 398 analyses for fluoride content were made.
  • 1188 dosimetric measurements were implemented.
  • 19 comprehensive and 716 operational rounds on labor protection were conducted, as a result of the measures, 376 events were suggested to fulfill, 267 of which have done and 109 are long-term.
  • For the first 9 months of 2013 the total cost of protection environmental measures was 30.7 TJS.

In the first quarter of 2014:

  • 2637 air samples at the workplace and 650 samples in populated areas around the factory, where the fluorine content does not exceed the norm were taken.
  • 42 water samples from 14 points were taken to analyze groundwater, surface water, soil and vegetation in and around the plant.
  • 303 dosimetric measurements were made.
  • 5 complex and 11 operational rounds on labor protection issues were conducted and 35 actions were suggested to perform.
  • In the first quarter of 2014, the total cost of protection environmental measures amounted to 7.8 million. TJS.

With an objective to get an international environmental certification ISO 14000 the company has implemented a range of actions, including:

  • An internal audit and additional special audit on legislation requirements to waste management;
  • A list of identified environmental aspects at the company
  • A list of identified significant environmental aspects at the enterprise;
  • Goals and objectives on mitigation and reduction of environmental impact caused by the company
  • Specialists of the company were given course on integrated management system by the auditors
  • A preliminary external audit on integrated management system in April 2013
  • On July 5, 2013 the international audit ended by confirmation that TALCO environmental management system meets the international standard ISO-14000 (Environmental Management System) and OHSAS-18000 (management system of health and safety at work).

The environmental protection measures conducted by the company are regularly covered by the plant, regional and national media.
